HFIP 2026 currently running parallel

Synopsis

YAML and script changes for the HFIP 2026 experiment. Adds lbc scrubbing, lbc archiving, cron script generation, plus settings specific to the experiment. The ush/generate_MPAS_HFIP_2026_experiment.sh is a wrapper around experiment_gen.py that actually generates the experiment.

This is not destined for the main branches. I have neither the time nor the interest to beautify these changes for general use. This pull request only logs what I'm doing to make the real-time parallel run, including any ugly kludges.

If you prefer, you may reject the pull request and have the parallel live in my fork.

I think we can go ahead and merge this and I can come in next week with a PR for the few fixes for the test suite.
