Description

This PR updates the dependencies configured in .pre-commit-config.yaml to recent versions. It looks like a default changed when updating the black formatter because afterwards some files got reformatted. Looks like whitespace-only change, so I wouldn't be worried.

How Has This Been Tested?

Running pre-commit --all-files locally. CI will enforce linting (as before).
