It's a civilian grade laser (med ships use it) and it has ~6 times the dps of an ADS military grade laser.
It's not even bigger size-wise and it only uses 3 more processing power.

it is not a civ grade laser ;w; it's a tsf laser tier 2 medium gun

It was never introduced as a tsf laser (it's even made by the Pantheon Collective lore wise). The first ships to adopt it were medical (Odenta) and mercenary (Tanuki) ships. It's also used by colsec on one of the Ravager drones (Hound) so it actually sees more use outside of the tsf than within it.
Also no weapon is tsf locked now but that's a separate issue.
And even if ti was a tf only wepaon it should not be 6 times stronger than an ads weapon of a similar size.
