ci(codeowners): restore ragnorc to engineering and docs roles - #205

Re-adds ragnorc to both roles in the source of truth and regenerates CODEOWNERS + the ownership tables. This also resolves the standing inconsistency from #169: branch-protection.json's bypass_pull_request_allowances still listed ragnorc after his codeowners removal — the two lists are in sync again (no protection change needed).
