The versions linked to are not new enough to work. In addition the linked to c-runtime-packages-desktop-bridge page describes how to get the relevant files from Visual Studio instead:

the current version (v14.0) of both debug and retail appx packages are included with Visual Studio 2022 when you choose the Universal Windows Platform Development workload with the optional C++ (v143) Universal Windows Tools component.

However there is no "Universal Windows Platform Development" workload nor any Universal Windows Tools component (except for ARM, weirdly).

Actually I did find that version available on this random website - see step 4. It totally worked but not ideal that I have to download some core Windows component from winhelponline.com.
