Update the CPO work tracker from the 2026-07-13 snapshot: note merged sonic-net#2211/sonic-net#4647/sonic-net#28311, aligned cpo.json hooks on sonic-net#28077/sonic-net#700, remaining Mellanox optical_devices.json mismatch, and unchanged Davisson E2E gaps.
