Regenerate Perps review instructions from merged recipe-perps#62, revision
85ab3b95f228eff750055ae1df5b0d052b5a87aa.The canonical snapshot/nullish and pending-setup/remount checks were approved for the retro audit. This PR updates generated shared rules and their revision/digest metadata through the existing materializer. No hand-edited rule copy, generator or installer change.
Matching pack pins: Mobile#139, Extension#110, Core#100, Terminal#80.
Validation on mini: regeneration and
--checkpass; existing generation tests and lint pass; all four real installer targets contain both approved rules and the correct source revision. Temporary targets removed. No live task binding changed.
