Adds a complete Ukrainian translation of the rule reference while preserving the English documentation and stable rule anchors. The HTML report now opens the Ukrainian rule page when the report language is Ukrainian. Includes a contract test that keeps both language references aligned with the built-in rule registry and refreshed release artifacts.
