Update release notes for 10.2.0 changes - #4930

The 10.2.0 section had only the three Csla.Testing highlights and was last updated at #4883. Adds the changes that landed since then, and brings the section in line with the 10.1.0 structure (compare link, grouped Changes, Contributors). Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>

The 10.2.0 section of
releasenotes.mdwas last touched by #4893 (theCsla.Testingtest host) and documented only the threeCsla.Testinghighlights. Roughly a dozen product commits have landed onv10.xsince then with no entry.This adds the missing changes and brings the 10.2.0 section in line with the structure used for 10.1.0.
