system: CPU OC back to the validated Turbo profile (3900 @ -24)

4000 @ -36 (the Crazy benchmark preset) had been left applied persistently and is the prime suspect for 4 hard hangs in 2 days (two with zero GPU involvement, all with empty logs - classic undervolt instability). 3900 @ -24 ran stable for days.
