ci: bump ruff from 0.14.2 to 0.16.5
Removed idle polling logic and associated variables to simplify polling behavior.
Refactor test for unchanged readings to improve clarity and maintainability. Removed redundant assertions and comments.
Implement jittered polling and enhance Brunata integration
Reduce polling frequency to every four hours when no changes are detected.
Added a docstring header for Brunata meters support.
Updated token expiration handling to use a constant for the token lifetime instead of a hardcoded value.
