Adds GET /api/v1/entitlements/check/ (per-project allowed/reason) and GET /api/v1/entitlements/accessible-projects/ (paginated list of projects the token-bearing user can access); both OAuth2-protected with data:download scope, gated on active Partner status, rate-limited per access token, and audited via EntitlementCheckLog.
