Closing. The py39 lockfile is pinned to RHEL 8 / Debian 11 (Python 3.9). Every version this PR proposes (and all current py39 Dependabot bumps) requires Python >= 3.10, so merging would break pip install --require-hashes on those distros. py39 Dependabot watch is being disabled; py39 lockfile is now maintained manually via pip-compile.
