What
recapSkill, invoked only with explicit$recapWhy
This independently reproduces Claude Code documented on-demand one-line recap boundary while intentionally excluding automatic recap behavior. The governance fast track prevents similar low-risk prompt-only Skills from requiring Critic, Evaluator, Standards, and Spec reviews all at once.
Verification
recap, no source checkout, identical file set, 0 SHA-256 mismatchesRelease boundary
recapis admitted by this change but remains unreleased. Stable v0.1.1 still contains five packages; no pinned releasedrecapinstall command is claimed.
