Add manual-only session recap and prompt-only fast track

What

• adds the first-party recap Skill, invoked only with explicit $recap
• returns exactly one unlabeled line about the current session
• prohibits automatic triggering, tools, file changes, continuation, compaction, and Skill chaining
• adds bilingual guides, catalog/install documentation, isolated-copy evidence, contract tests, and archived admission records
• adds a low-risk prompt-only admission fast track for owner-authored, manual-only, text-output Skills with no side effects, runtime executables, or external dependencies

Why

This independently reproduces Claude Code documented on-demand one-line recap boundary while intentionally excluding automatic recap behavior. The governance fast track prevents similar low-risk prompt-only Skills from requiring Critic, Evaluator, Standards, and Spec reviews all at once.

Release boundary

recap is admitted by this change but remains unreleased. Stable v0.1.1 still contains five packages; no pinned released recap install command is claimed.
