Add pkgcat & pkg for DPAK (TO-252AA)

The package is generated with LibrePCB/librepcb-parts-generator#173, see details there.

Also adding a new package category "Transistor -> Decawatt Package (DPAK)".

The package name "DPAK3P228_991X238L152X77T560X546" is horrible, but this is what Library Expert recommends...
