gh pr merge --auto fails with "Pull request is in clean status" when the PR has nothing blocking it, which is still true for the first seconds after creation, before any check registers. The step therefore failed on every run that actually produced a PR. Retries for up to two minutes instead of falling back to a plain gh pr merge, which would merge the DLL update before CI had run.
