This commit introduces the build_and_functional_tests.yml workflow which uses the reusable_build.yml from ledger-app-workflows. This ensures consistency across Ledger apps and simplifies maintenance.
feat: migrate to reusable_build.yml workflow
- remove dependency on pytezos (and Linux package libsodium) - re-organize the ragger tests to be closer to the app-boilerplate app repo - enable reusable Github workflows for app repositories
