make the pinned sqlite-vec runtime self-healing through uv
repair G1-G6 orchestration, doctor, publication, and migration contracts
align the G9 orchestration-doctor review anchors
close the remaining violation groups with focused regression coverage

Validation

sqlite-vec query suite: 30 passed; 72/72 knowledge chunks vectorized
G1 integrated acceptance: 208 passed
G2/G3 integrated acceptance: 88 passed
G4 integrated acceptance: 150 passed
G5/G6 integrated acceptance: 141 passed
G9 affected suites: 65 passed; live orchestration doctor returned ok
violation store: 0 active / 77 archived
