ci(cascade): resolve dotnet-new template version parameters

Propagates the canonical .github/sibling-templates/bowire-released.yml
from Kuestenlogik/Bowire@d5afdbdb.

Adds a Resolve dotnet-new template version parameters step and
extends the postcondition to cover it. The step walks
*/.template.config/template.json and resolves the defaultValue behind
a Version="…" placeholder that a published id carries — the hop the
bump step deliberately does not take, because the placeholder is not a
version number.

This repo ships no dotnet new templates, so the new step is a no-op
here. It is propagated anyway: all eleven cascade siblings carried a
byte-identical copy of this file before this PR, and that is what makes
the next drift diff-able.
