Series rules, the Series page's rail choice, and the refresh match run

• New "Series rules" section. These are the rules behind /meta rails and match candidates:
  • variant reading orders are never a book's series;
  • translations, and series in another language than the work, are left out;
  • editions are read from the series name, and hold only the recordings their qualifier names.
• Reading-order families: the 3-rail cap is spent on the book's own series. An edition goes first for its own recording, and a foreign series hands its slot on. The request bound becomes (3 + 2) main views plus 3 x 2 alternates.
• GET /admin/libraries/{id}/book/match: series carry an id, and each recording carries its own series. Series facts are cached; the candidates themselves still aren't.
• Bulk community matching:
  • the refresh mode;
  • the book.match_refresh audit action;
  • which scopes each mode takes, and that repick items carry only changes.ids;
  • overwrite replaces series and reverts stale community values;
  • changes.*.series (from/to) and proposal.found_by;
  • the 400 for ids on a refresh.

User Guide

• admin/books.md:
  • the chosen edition decides which series a match offers;
  • which community series a Series card uses, and that it shows no gaps rather than another series' gaps;
  • unnumbered books are placed by their title ("BV03 - All These Worlds").
• admin/health.md:
  • "Use community values" now replaces series, and the review shows them old → new;
  • new "Filling in matched books" section, for Fill in matched books.

Checks

• npm run build passes, with no broken links or anchors.
• No new screenshots: the Series page and the review dialog look the same; only their content differs.
• A regenerated admin/series.png would show the new behaviour once a seeded library has editions.
