Adds a portable three-role work-order program under orchestration/bastion, using GitHub connector operations and CI evidence rather than a local shell.
Pins the published Hermes source e338a2d; explicitly excludes uncommitted local repairs. Initial tickets cover experiment protocol, CI evidence/coverage and independent review. No runtime, workflow, security, merge or live-model changes.
Validation: protocol and JSON reviewed before upload; connector source reads succeeded. CI outcomes must be read from this PR, not inferred from this description. Desktop schedules remain desktop-hosted; this is not a claim of cloud task migration.
