Updates the PowerFactory base version to 2025 SP4 and Python 3.11.
Adapts the control parameter handling for the PF2025 API and updates the PF tests.
Tested with the Minimal and 14 Bus System projects.
PowerFactory tests: 6 passed.
Core tests: 57 passed, 8 skipped.
Closes #32
