I would say I've tested this but julia 1.10 doesn't build on macos 15.4 and up llvm/llvm-project@f7b752d

I think this should target backports-release-1.10 (instead of release-1.10), so that it is included in PkgEval runs.

but julia 1.10 doesn't build on macos 15.4 and up llvm/llvm-project@f7b752d

Unrelated to this PR, but: is there any way that we can fix this? Julia 1.10 is going to be the LTS for a long time, and it would be pretty bad if we couldn't build it on newer macOS.
