CompatHelper: bump compat for OrderedCollections to 2 for package JuliaLibWrapping, (keep existing compat)

This pull request changes the compat entry for the OrderedCollections package from 1.8.1 to 1.8.1, 2 for package JuliaLibWrapping.
This keeps the compat entries for earlier versions.
