Add JuliaCon Local Tokyo 2026 - #840

Adds a minimal landing page and venue page for JuliaCon Local Tokyo 2026 (December 4-5, 2026, University of Tokyo Kashiwa Campus), modelled on local/paris2025, together with the matching `configuration` entry in config.md that wires up the navbar, alert banner and open-graph tags. Only confirmed information is included: dates, venue and access details. Tickets, call for proposals, schedule, keynotes, committee, sponsors and the code of conduct are deliberately left out until that content exists. - State the conference languages as Japanese and English, in the intro, the "Technical talks" card and the program list - Link the Code of Conduct to the shared JuliaCon 2026 one (/2026/coc) from the navbar and the landing page, rather than adding a local copy - Change the header location to "Kashiwa Campus, The University of Tokyo" - Make explicit that nothing in the program is confirmed yet, in particular the tutorials and the poster session Refs #1 Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>

Hi @aviks, sorry for the direct ping. I know you must be busy, and I apologize for bothering you. We are hoping to publish the Save the Date by September 4, especially to give international participants enough time for travel and visa arrangements. From the GitHub UI, it looks like one workflow is awaiting approval from a maintainer, while there are no conflicts with the base branch.
