Replace mutable checkout/setup-python tags with the exact v7 revisions already validated across the portfolio. Preserve read-only permissions, non-persisted credentials, concurrency cancellation, timeout, Python version, compilation, and the full BotOps regression suite. No application behavior, dependencies, launchers, or operating boundaries change.
