Rocky 10 release-gating column still conditional

The "Current release gating" cell for Rocky 10 still reads yes, when rpmRocky exists, while the new bullet at the top of the file and linux-parity-matrix.md both state that the Rocky 10 exact-artifact release gate already passed in run 25090142397. If rpmRocky now exists and the gate is confirmed green, updating this cell to an unconditional yes (matching Fedora 42 and Ubuntu 24.04) would keep the table internally consistent with the rest of the docs in this PR.
