The bundled npm in the Node 22 toolcache is broken — `npm install -g npm@latest`
fails with `Cannot find module 'promise-retry'`, blocking v1.12.0 publish:
npm error code MODULE_NOT_FOUND

Same fix as gitsheets@4784e80: bump setup-node to v6, pin node 24 (ships a
working npm new enough for trusted publishing), disable the package-manager
cache for release builds, and drop the now-unnecessary upgrade step.
