chore(release): prepare v0.11.0

Summary

• Bump DevNav and all distribution metadata from 0.10.0 to 0.11.0.
• Promote the bilingual TUI and localized shortcuts from Unreleased into the v0.11.0 changelog.
• Keep the existing multichannel release pipeline unchanged.

Version

0.11.0 is synchronized across:

• Cargo.toml / Cargo.lock
• powershell/DevNav.psd1
• packaging/npm/package.json
• packaging/scoop/devnav.template.json
• CHANGELOG

Release behavior

After this PR is merged, a separate explicit step will create the immutable v0.11.0 tag from the resulting main commit.

Only that tag may trigger:

• x64/ARM64 builds;
• Inno Setup installers;
• GitHub Release;
• SHA256SUMS / release-manifest;
• npm package construction and configured Trusted Publishing;
• Scoop release artifacts;
• generated WinGet manifests as release assets.

None of those publication actions occur in this PR.

WinGet isolation

• New package: JacobOptimiza.DevNav version 0.14.0 microsoft/winget-pkgs#416492 remains untouched on DevNav 0.9.5.
• No upstream WinGet PR is modified or created.
• Generated v0.11.0 WinGet manifests remain release artifacts only.
