## Systematic review workflow

### Phase 2: Keyboard Operability & Focus Management

1. **Interactive Element Focusability**: Every interactive element (`<button>`, `<a>`, `<input>`, `<select>`, `<textarea>`, custom controls) must be keyboard-focusable (`tabindex="0"` or native elements).
2. **Focus Visibility & Contrast**: Confirm CSS `:focus-visible` styles are present. Flag removal of native focus outlines (`outline: none`, `outline: 0`) without a prominent 2px+ custom indicator matching a $3.0:1$ contrast ratio against background colors.
