Add further sorting of attributes into legacy converted enhanced IODs.

All attributes that can be trivially moved into a different functional group in the enhanced image now are (these can easily be listed programmatically by parsing the standard).

Further attribute harmonization:

CT:

  • "ExposureInmAs" from either "ExposureTime" or "ExposureInuAs" (with scaling factor) (VR change)
  • "ExposureTimeInms" from "ExposureTime" (VR change)
  • "XRayTubeCurrentInmA" from "XRayTubeCurrent" (VR change)

MR:

  • None so far

PET:

  • None so far

I think this is all that can be done from standard attributes in legacy datasets without requiring standardization of free text. I've decided to merge this and address standardization of free text and private attributes in another PR
