Matching is exact string comparison and locale-independent. As noted in [Non-Goals](#non-goals), the purpose of this proposal is to mirror how the browser custom dictionary works via a programmatic interface. No language-targeting beyond what already exists is introduced.

Richer matching, such as stemming, is not required of implementations, nor is per-entry metadata; both are left to [Future Work](#future-work), where non-exact approaches are discussed under **Fuzzy matching**.
