Update release.yml to use actions/setup-dotnet@v4 for .NET 9.0.x and replace static NuGet API key with OIDC-based authentication via NuGet/login@v1. Switch from dotnet nuget push to nuget push using a short-lived API key for publishing packages, improving security and automation.
