Promotes the [Unreleased] entry covering KIOU 1.1.0 support, the THEOS_DEVICE_PORT deploy option, FPS log dedup, and the Kanade/Chinlan submodule bumps. control is already at 0.2.2, so only the changelog heading moves. The release workflow extracts its notes by matching '## [<version>]', so leaving the section under [Unreleased] would have published the "no CHANGELOG section" placeholder instead.
