Add GitHub Pages workflow for fps-web deployment

• add a GitHub Actions workflow that builds the fps-web frontend with Trunk and deploys it to GitHub Pages
• ensure the generated bundle works from the repository subpath by adding the Trunk public-url base tag to index.html
