Mobile: tree info drawer content not scrollable after fast swipe to open

Describe the bug
On mobile, the tree info drawer content is not scrollable when opened with a fast upward swipe. Opening the drawer slowly by dragging does not trigger the issue.

To Reproduce

1. Open any tree page on mobile
2. Fast swipe up on the drawer to open it fully
3. Try swiping up to scroll the content, nothing happens, content does not scroll

Expected behavior
The tree info drawer content should be scrollable immediately after the drawer is opened regardless of how it was opened.

Smartphone:

• Device: iPhone XS Max
• Browser: Safari / Chrome
• Tested via: personal device and Chrome DevTools mobile simulator
