feat: Add COS_DB_V20251004 to ACOS known certs
This change adds support for COS_DB_V20251004 to acos.go to keep
it in sync with data.go, which is the source of truth for
Confidential Space certificates.
Additionally, the RIM publication workflow (publishrims.go) has been
refactored to depend directly on data.go rather than acos.go for
certificate definitions. This change aligns RIM generation with the
Confidential Space source of truth. The workflow will fail if a
certificate is missing for any relevant certificate enum, preventing
the publication of incomplete RIMs. Unit tests have been added to
verify this check.
