This change creates the `pvt-issuers.json` file. The file has a single issuer for `https://pvtissuer.privatetokens.dev`. This origin is controlled by the PVT team. The key commitment endpoint is setup to return a valid response. The issuance endpoint is not setup and will not respond to issuance requests. This is by design. We will use only the key commitment endpoint to test parsing key commitments and to verify PVT configuration creation.
