Promotes the fully realized Go1.27.2 canonical policy inventory and workflow context to sole active authority after accepted main
c78de1a7(PR1046). Exactly five JSON maps remove the obsolete full38 bundle and56 old owning rows, and promote56 replacement rows by changing only state. Every workflow, checker, guard, launcher and application byte/mode remains unchanged, including the isolated Go1.26.5 floor, staged CI37b, benchmark0095 and unrelated map records.Actual source
