Wave 2 of post-cloud-SDK plugin sweep — depends on workflow-plugin-authz v0.5.4 tag (PR11) shipped 2026-05-16.
DUAL-BUMP rationale: agent imports workflow-plugin-authz directly. MVS does not auto-resolve authz when workflow bumps because workflow's own go.mod does not import authz. Both
