Extend the portfolio-inventory consult to also consult docs/PROJECTS.md for current initiative focus/phase — confirm work advances an active project's stated next step; record project+phase in the design. Extends the portfolio-inventory consult (PR4 of the portfolio system) to also consult docs/PROJECTS.md for current initiative focus/phase — confirm work advances an active project's stated next step; record project+phase in the design. Generic (no org paths). Bump 6.5.4→6.5.5 (sanctioned bump-version.sh; version-check PASS). After merge → tag v6.5.5.
