Creating this pull request as a way to keep track of this version of the code because I don't have access to make a new branch in the GA-owned github repository. This branch contains the CMake build system for ga-aem itself as well as some extra functionality to output nuisance params into netCDF and some tools for plotting and forward modelling in Julia, but it looks like there are merge conflicts related to subsequent changes to develop so it isn't ready for a straight merge yet.
