We are currently using the dev version of tailwind via Play CDN, which is only recommended for development and short demos. It's not a critical issue, but it's best to follow the guidelines lest it interacts with other parts of our stack in a weird way. This PR introduces a build step for tailwind.
Since it's possible to forget to rebuild tailwind or forget to rebuild quatro posts, this PR also introduces a CI job that fails if someone doesn't rebuild something.
