Agent assertions and confident model output are not authority. ATG demonstrates a point-of-action boundary where the proposed action is reconstructed and checked against current, one-use authority before a consequential operation may proceed.

The repository provides fixed, deterministic local scenarios for exact-action GatePass verification, changed-action refusal, verifier-owned expiry checks, one-use replay protection, mandate/evidence/approval gating, simulated pre-settlement blocking, policy decision receipts and separate simulated execution receipts. Expected refusals count as successful outcomes only when the observed result actually refuses the action.

The proposed future control must verify that an identifiable natural person authenticated through an organisation-approved mechanism, remained active in the organisation's authoritative identity source, and held current authority for the exact action type, value, account, department, jurisdiction and risk tier. The person's decision must bind to the same canonical exact-action digest used by GatePass and later execution evidence.

This pattern is intended to cover consequential actions and their later remediation, including returns, refunds, exchanges, credit notes, repayments, cancellations, write-offs and reversals. Separation of duties and a second independent approver may be required by policy.
The design is crypto-agile and post-quantum-ready, not currently claimed to be quantum-safe. Current WebAuthn/passkey evidence is not automatically post-quantum secure. Future standard evidence seals such as ML-DSA or SLH-DSA may be represented only when mature and validated support exists.
P3-M152A is currently an approved roadmap and documentation mission. It does not add live employee authentication, enterprise-directory access, WebAuthn, production post-quantum signatures, real payment/refund execution or compliance certification.
P3-M153 turns the verified-human-authority roadmap into a deterministic local demonstrator and a buyer-friendly GitHub Pages presentation.
It does not accept a simple approved: true field. The model checks whether the approving natural person is represented by an active organisation identity, has organisation-controlled authentication evidence, holds current authority for the exact action type and amount, is independent from the requester where policy requires it, and has supplied any required second approval.
A successful scenario creates and links:

All payment and settlement behaviour is simulated. The pilot creates no live payment, real settlement, external API, network call, customer data, credential, secret, production signing, production endpoint, MCP proxy, SSO integration or autonomous financial execution.

P3-M009 adds batch review for local folders of proposed action descriptors. This matters for agent workflows because real agents and business systems often prepare several actions before doing anything. Batch review lets a supervising system or human see which proposed actions are allowed, blocked, invalid, or require approval before anything proceeds.

Approval packets matter because they create a simple evidence record of what the AI wanted to do, why the action was risky, which policy was applied, whether the gate allowed or blocked it, and what a human must review before anything proceeds.

This matters because businesses need evidence of the full oversight chain: the AI proposed an action, Agent Trust Gate assessed it, an approval pack was created, a human reviewed it, and a separate decision record was saved.
Review records are local append-only evidence files. Creating a review record does not mutate or overwrite the original approval pack.

Do not expose it publicly. API keys, authentication, and stronger deployment

P3-M015 adds local gateway request logging and decision metering. This makes Local Gateway API Mode measurable: teams can see how many machine-to-machine trust decisions, approval packs, evidence bundles, health checks, and errors were requested through the local gateway.
Local metering matters because Agent Trust Gate is infrastructure. Usage records are the local foundation for future usage-based pricing, subscription limits, billing analytics, and enterprise reporting. This version does not add payments, cloud services, public hosting, scraping, external services, or autonomous execution.

P3-M017 adds local client usage limits and decision allowances. Allowances matter because metered infrastructure needs a way to enforce local decision quotas before future subscription tiers, monthly allowances, over-limit controls, and enterprise reporting can exist.
This is local only. It is not billing, does not process payments, does not add cloud services, and does not expose a public service.

P3-M018 adds a local gateway admin summary for human operators. It gives one place to inspect gateway health, client usage, local allowances, over-limit events, authentication activity, and decision outcomes from local gateway logs.
This matters for infrastructure operation because machine-to-machine products need an operator view: who is using the gateway, how many trust decisions were requested, which clients are near or over local allowance, and whether the gateway is producing useful metering records.
The admin summary reads local gateway logs and, when provided, the local client
configuration file. It never displays raw API keys. Configured clients are shown
with has_api_key_configured: true or false only.
