How to prepare a release

[!NOTE]
Relevant for maintainers with write access only.

  1. Switch to a new branch from main.
  2. Run npm test to ensure all tests are passing.
  3. Update the version in https://github.com/actions/cache/blob/main/package.json.
  4. Run npm run build to update the compiled files.
  5. Update this https://github.com/actions/cache/blob/main/RELEASES.md with the new version and changes in the ## Changelog section.
  6. Run licensed cache to update the license report.
  7. Run licensed status and resolve any warnings by updating the https://github.com/actions/cache/blob/main/.licensed.yml file with the exceptions.
  8. Commit your changes and push your branch upstream.
  9. Open a pull request against main and get it reviewed and merged.
  10. Draft a new release https://github.com/actions/cache/releases use the same version number used in package.json
    1. Create a new tag with the version number.
    2. Auto generate release notes and update them to match the changes you made in RELEASES.md.
    3. Toggle the set as the latest release option.
    4. Publish the release.
  11. Navigate to https://github.com/actions/cache/actions/workflows/release-new-action-version.yml
    1. There should be a workflow run queued with the same version number.

feat: LunaChron online campaign API integration (#102)

Wires the Android app to the LunaChron backend API, enabling device
registration and full online campaign management from within the app.

New screens:
- CampaignHubScreen — entry point; register device or view active campaigns
- HostOnlineCampaignScreen — create a new campaign with settings
- JoinOnlineCampaignScreen — join via join code
- ActiveOnlineCampaignsScreen — list of joined/hosted campaigns
- OnlineCampaignDetailScreen — full campaign view: members, schedule,
  match results, machinations, host controls (approve/reject/lock/disband)

New API layer (api/LunaChronApi.kt):
- Retrofit + kotlinx.serialization client
- Endpoints: register, login, campaigns CRUD, member management,
  match result submit/verify, machinations submit
- Session token stored in DataStore; device UUID persisted across launches

State/event additions (CharacterState, CharacterEvent, CharacterViewModel):
- Full online campaign state: registration, campaign list, detail, schedule,
  match results, machinations phase, rankings
- Host-only local member management (submit troupe/ready state on behalf of
  players without devices)

Build config:
- LUNACHRON_API_URL BuildConfigField for debug (emulator loopback) and release
- Debug network security config permits HTTP to 10.0.2.2 (emulator host)
- buildConfig = true enabled in buildFeatures

The downloadDataAssets Gradle task calls the GitHub API to fetch the
pinned lunachron-data release. Without auth it gets a 403 against the
private repo when running in CI.

- Pass GITHUB_TOKEN env var to the CodeQL workflow's manual build step
- Use it in the task via HttpURLConnection with an Authorization header
  (falls back to unauthenticated for local dev where the env var is absent)

* fix: increase API timeout and add cold-start retry

OCI Functions cold start (container + Vault fetch + DB pool init) can
take up to ~25s. The previous 15s timeout was too short, causing
register/login to fail on the first request after a period of inactivity.

- Raise all timeouts to 35s (above OCI Function's own 30s ceiling, so
  the function's error response reaches us rather than the client firing
  first)
- Add one automatic retry on timeout via Ktor's HttpRequestRetry plugin
  with a 2s delay — by the time the retry lands the container is warm

coroutines-test 1.11.0 calls APIs added in coroutines-core 1.11.0, but
