Bump Microsoft.EntityFrameworkCore.Design from 9.0.11 to 9.0.14 - #92

Node.js 20 actions are deprecated. The following actions are running on Node.js 20 and may not work as expected: actions/checkout@v4, actions/setup-dotnet@v4, actions/upload-artifact@v4.
