- LICENSE: Apache-2.0, GOATnote Inc. appendix; README License section (P1-1). - Provenance: one sentence under the title — independent design study written as part of a job application, not affiliated with or endorsed by Baseten; strip "interview" from sim/types.py:5 and the .gitignore comment (P1-2). - CI: .github/workflows/ci.yml — make test on Python 3.10 + 3.12, permissions: contents: read, actions pinned to full-length SHAs (P1-3). - Golden-number test: test_readme_headline_numbers pins every figure in the README's burst table (safely served 99.9/6.5, goodput 76.7/4.8, FAILED 0.1/93.5, preemptions 0/2,948,976, retries 0/2,011, p95 TTFT calm/recovery 187/215 vs 6,995/9,710 ms) and the prefix-affinity table (hit 90.3/66.8, p50 22/29 ms, goodput 91.2/74.4) to exact simulator output at the quoted precision (P1-4). Verified: make test 8/8 PASS; make all clean (regenerated SVGs byte-identical, git status shows no plot diffs).
