Adjust GEOS-Chem makefile to copy special CF version of resource files from geos-chem/run/GEOS/ to etc/, including HEMCO, GAAS, ACHEM, GOCART2G, CH4 and CO2 files.

We are bypassing feature/geoscf/develop for now.

This is in preparation for release v1.10.2+CFv2.0.1

@mathomp4 I'm working with @viral211 to update a JASON (v10) version of GEOS w/ GEOS-Chem v14.0.0 . Can we just ignore the YAML/lint error? It will go away when we take the next step and port to KROK (v11).
