I am looking to see if I approve this, but what I think this is missing is some type of result - even if from a single analysis test. Can something be provided here. Like, perhaps what kind of increments we get when only VIIRS is assimilated vs perhaps avhrr3_metop-b (or something)? |

@ahrem1234 you need to also edit the CHANGE_LOG file and add a note there about this change otherwise GIT checks will continue to fail. |

Thank you for your comments, Ricardo. I have attached some forecast scorecards and radman plots that I got from comparing CTL(x0050) to EXP(adding VIIRS on NPP and NOAA-20). I hope this helps clarify the impact of this new VIIRS radiance DA. |

This PR is primarily for adding VIIRS radiance observation in GEOS.
VIIRS radiance data for channels M12-16 are read, and that for channels M12, M15, and M16 are assimilated.
