The PR title workflow ran but was never gating: the ruleset only required pytest, and the job reported as Validate conventional PR title.

Renames the job (id and display name) to pr-title, matching PaceStrip and RepoTemplate, so it can be added to the Main-Protection required checks once this is on main.

Note: the workflow uses pull_request_target, so the renamed job only takes effect after merge — the required check is added to the ruleset afterwards.
